Now, a 27-year-old would pay $208 instead of $231 per month for a bare-bones United plan (at the "bronze" level). A 40-year-old seeking a richer plan at the "silver" level would pay $341 instead of $370 a month."

The $208 for a "bare-bones" plan is still 120% MORE per month than the comparable HSA policy costs today. A victory for D.C. citizens? Short answer... NO.
