Where do I find qualified, passionate agency owners in Michigan?

I work for a major insurance carrier in Michigan. I am actively recruiting for agency owners for specific locations throughout the state. As you can imagine, potential business owners don't exactly grow on trees. Finding people who have both the goods and the desire is HARD! I'm searching all the usual places-job boards, Linkedin, referrals, my personal network, etc. I go to a marketing event here and there. I'm getting some traction but would always welcome more. Folks, help me out here. Where else can/should I be looking? Can you think of any stone I'm leaving unturned? Any other sources of potential candidates you recommend? Thank you so much!
