Who Should Be the Annuitant?

The scenario: A fixed annuity, Owner-driven and not Annuitant-driven, jointly owned by husband and wife. Husband is 65, Wife is 66. Husband is in slightly better health, wife is a few pounds overweight but no big deal. I'm not really sure whose life expectancy would be longer for these purposes.

In the opinion of others here, which one should be the annuitant?
 
Doesn't matter owner driven contracts pay death benefit at owner's death not annuitant's death. If it's joint owned, then it won't pay death benefit until the death of the second owner.

Annuitant is only important for annuitization.
