Here is GA we all are required to have car insurance. I'm not sure how he only needs the vin number, but maybe another P and C agent in Ga could tell us how that works.
But if you dont know how to do it that way, just ask them for their info.
I'm a P&C Agent in Georgia and I don't know how he can provide a quote by only using the VIN???
The most likely scenario is that he's giving more of a broad estimate rather than an actual quote. The VIN would provide year, make, model, safety features and all other pertinent vehicle data. When he greets the driver and offers the free wash, he can make note of their gender, whether he/she is wearing a wedding ring and get a ballpark idea of their age. So he gives a quote for a married, 35 year old woman who drives a 2010 Ford Fusion - assuming good credit and no violations or claims to provide the most attractive rate(s)! It only makes sense to present the best case scenario, so I can't fault him for that.
I wonder how accurate his quotes really are and his overall success rate? He must be having some success if he is continuing to do it. It's an uncommon, outside-of-the-box idea and, for that alone, I'm impressed! =)
Just like you said- ask for their info! With a name, address and date of birth, the state database will return all registered vehicles, all drivers in the household (including their DOB and license numbers). Then my system will use the license info to pull an MVR and CLUE report.
I think I need to spend some time at the car wash this weekend!

Mark- Did you notice what kind of device he was using to process the quote? Laptop, tablet, smart phone, abacus? Did he give you a printed quote?
