ACA Marketplace FL - Broker Required?

In December my sister in Florida used the healthcare.gov marketplace website to buy a 2022 plan.
She selected Aetna-CVS Health.

She just received a letter from them saying:
"As a Florida licensed insurer, Aetna must comply with the state of Florida's Office of Insurance Regulation (OIR) requirements. The OIR requires us to tell you that Aetna CVS Health™ may only make, place or renew an insurance policy through a broker who is licensed in Florida and appointed by Aetna."
...
"You're receiving this letter for one of the following reasons:
• You don't have a broker noted on your application"
...
"We'll assign the following licensed and appointed Florida broker to your application:"
It then provided the name and number of the Broker they assigned.

I've never heard of a requirement like that, and I've helped my other sister buy a Florida health plan from the marketplace for years. She's never gotten a letter like that (but she's never selected a plan from Aetna-CVS which is offering marketplace plans in FL for the 1st time).

Is this new for 2022 in FL or is it just required for Aetna-CVS?
