Any Other States W/Health Policy Like Special Care in PA?

Hi. Looking for guarantee issue, low cost health insurance for low income persons. Not eligible for Medicaid.

PA has several Blue Cross and Blue Shield plans called Special Care. These provide excellent coverage for the premium.

Does anyone know of any (warm winter) states with similar policies? I will appreciate very much, responses from agents who are familiar with the Special Care plans, and who can make a suggestion as to similar plans, if any, out there.

To which states are you referring? In PA bx has the plans because the state has no risk pool and bx was mandadted to provide Special Care as a provoder of last resort. Of course, with 9/23 just around the corner all of that will change.
