Arizona Carrier to Offer " Off Exchange" Plans with Out a SEP

I received an email and I followed up with a call to verify this. A new, local "not for profit" company called Meritus will offer their off exchange individual product between now and 11-15 with out a need of a SEP. Very Interesting... Anyone else hearing this in there market ? :goofy:

Their website: Home | Meritus says open enrollment ends 3/31 and sign up by then no less than 3 times on the home page alone. I presume this was something you don't have in writing?

I have had carriers (verbally) say they aren't verifying QE's for clients who apply after OEP, but it's all been very hush-hush. Still waiting on a SEP procedure from every single carrier in the state-they don't know how they're going to handle it. Sounds like some of them can't check and just decided not to.

Wait. I thought we could still enroll members off exchange without the subsidy? Anthem has told me they'll still enroll members regardless of SEP - SEP is only for subsidy qualification right?
 
SEP is for individuals, regardless of where they buy it or who pays. We've discussed this ad nauseam over the past few months.

If a carrier has chosen to not enforce SEP, that's their choice. While it is technically possible for a carrier to not enforce it by choice, they are opening themselves up to some severe adverse selection in the opinion of some seasoned veterans.
