If you were purchasing an off exchange policy in this Florida zip code, which carrier would you choose.

I have a client moving who is high net worth and losing their grandfathered pre ACA Anthem PPO from Missouri. They would like the plan with most robust network.

They aren't in Georgia. And I suspect they aren't in Florida either. Additionally, I believe they require a paper application for off-exchange business outside of OE. They are trying to make it as difficult as possible to enroll.
