Do they work? Are they worth the money?

It depends what you are trying to accomplish.. If you are wanting people to pick up the phone and call you then the answer is, in most case, no. but if you are wanting to increase name recognition so people recognize your name when you call them, well placed billboards can accomplish that.

My local state farm agents do a great job branding themselves on billboards. But it does not make me pick up the phone and call them.

When I was in the car business, we never spent money on an ad that wasn't selling a car. Image advertising is expensive because the return is small. It will pay off some day when people need an agent and they remember seeing your name.
 
I know there are better ways you can spend your money on marketing.

When I was a captive agent, the company tried to shove it down your throat to put up billboards.

I feel the same way about yellow pages and wouldn't put my money in it.

You could always try it but make sure you track it and your getting a return on your investment.
