Can I Object to Primary Care Doc's Choice of Specialist?

Never had an HMO, but may get one this go round. On healthcare.gov for the blue cross florida plan there's a huge list of specialists near me, including two my family uses. But is it totally up to the primary care doc to decide what specialist (his golfing buddies?) or can I research them and request one. If push comes to shove? Problem is I dont know primary care docs on this plan I can trust. Thx
