Carriers can now enroll under 65 plan participants in MAPDs through "smooth transition"?

I met a client who was automatically enrolled in a MAPD dual plan by his Medicaid plan sponsor when he turned 65, the plan sent him a new card and an opt out form. I heard someone asking question about this situation at a seminar and the speaker mentioned something called "smooth transition", which was new this year?

If plan sponsors are allowed do this to their U65 subscribers, it means tough environment for agents working in MAPD field this year.
 
This is happening in Arizona also. It is tough! You can move them if they didn’t auto enroll them in the best plan for their needs with OEP or once a quarter. I’m sure you know this but at least some will have potential.
