I thought Celtic had already left the market. I guess they just left the Texas market. Except, I THINK they own Ambetter. And, Ambetter is proceeding into 2016.

Assurant announced in early summer they were pulling out nationwide and they sold off the supplemental product business.

Centene is buying up other smaller carriers as well.

In one scam, for instance, brokers would go out of state to find addicts in need of assistance and arrange to bring them to Florida, sources told The Post. Claiming they were "residents," they purchased a Florida policy on the exchange.

In some cases, treatment providers and brokers not only guided the addicts through the process but provided them with Florida addresses to prove their residency and paid their deductibles, sources told The Post.

The insurer almost always was Cigna. When the policy kicked in, the addict would be admitted to a treatment center.

But in some cases, no premiums would be paid after that first month, leaving the addict, who might not have known about the deal, the treatment center and Cigna all holding the bag for what could be tens of thousands of dollars in treatment charges.

Yagents,

It's a broker associated with the drug facility. It's an oldschool scam.

Find a drug addict, tell them that the new laws provides for free drug treatment if they sign on the dotted line. Sign them up with fraudulent info, get gov't to cover premium in full, while collecting commissions in full. Refer addict to specified drug treatment center, whose providers/referrals overcharge the carrier to the max, and kicks back a portion of each fee down the line. Facility gets money, doctors get money, labs get money, broker gets money.

To quote the article: "Cigna said, providers were paid "kickbacks in the form of dividends" linked to how many urine tests they sent to Sky."

When half a dozen addicts can ring up $500k-2.5M of just pee tests every year, it's easy to see why someone is willing to break the law for a cut.
