Allow Door-to-Door Enrollment by Navigators and Other Assisters
CMS finalizes a policy permitting Assisters[1] to conduct direct door-to-door enrollment assistance to increase consumer engagement and advance health equity. Assisters currently conduct direct outreach, education, and schedule follow-up appointments, but are prohibited from providing enrollment assistance upon an initial interaction at the consumers' residence. The prohibition on direct enrollment assistance during the first contact burdens the consumer and Assisters and creates access barriers for consumers to receive timely enrollment assistance.
