Considering Surrendering Annuity As a Net Gain

Wow Vanguard looks great. Their low fees make a SIGNIFICANT difference! If Vanguard's variable annuity will allow me to start a systemic partial withdrawal program like I have with my current Sun America contract then I'm in. I will pay the taxes on the 3 years of systemic partial withdrawals that I've taken and do the 1035 exchange. I will call them tomorrow. Do yo happen to know if Vanguard lets you immediately get into a partial systemic withdrawal (or I guess it's a "72q")?
