CRM for L/H and P&C Office

Looking for suggestions for a CRM for an office that is both L/H and P&C. I have seen many posts for one or the other but not both.
 
It is one of those it depends answers. Obviously I want a system that works well with both lines. It could be something as simple as ACT or something geared to the industry but there are so many out there it is hard to sift through them hence my request for opinions. I don't think I would want to spend more than a couple thousand but if I can get something that works for $100 all the better.

We are a small office that does quite a bit of business mainly focusing on group health and life but are now going to expand into P&C. The other two people are old timers and do not use any CRM so I am trying to bring the office or at least my portion up to the 21st century
 
The real question is, what do you want the CRM to do? How do you want to use it? How many users will you have?

The other question is, What do you currently use as an agency management system? I would assume you want something that ties into that.
