Do you want help paying for medical bills from the last 3 months?

This is question number 13 on page 2 of the subsidy application. Does anyone know what that is all about? Is there a provision that helps people pay medical bills prior to enrollment?

Any help would be greatly appreciated especially since every subsidy applicant will read that question.
 
At least in GA (and maybe other states) you can enroll in Medicaid RETROACTIVELY up to 90 days. Maybe that is why they ask.

A government application/form without an accompanying booklet that explains each line? Something must be missing from the kit you received.

Somarco's answer is spot-on. Many states have retroactive medical expense reimbursement. The problem with the paper app is that it's not customized for any particular state, so it has to ask questions that pertain to every state.

That sounds correct so really that would only pertain to Medicaid beneficiaries, I guess. I wasn't sure if there was something in the law that helped non Medicaid beneficiaries as well or at least need to know about it when asked.
