I had a lady try to enroll with me on the 31st but we had problems with the web site are we able to enroll them like before or does a navigator have to do it.

No, not off exchange (in Cali). On exchange you're good till the 15th. An SEP of course is the exception.

I'm not against admitting when I'm wrong. What carrier OFF exchange is still accepting applications in the state of California if not under an SEP or qualifying event ?

With certainty I can say Blue Shield and Anthem Blue Cross. Confirmed via RSMs for both, as well as actually submitting business myself.

I've done four apps, totally 10 lives. Last two this evening, one case while on the phone in a three way with the client and the exchange girl named Jennifer, then I called the next, got authorization, deleted problem app, started another, enrolled in plan, DONE!!

That is officially my last case of the year outside SEP situations.
