Not concealed carry, "Sportsman" license for ownership, which allows you to bring it to the range. (Concealed carry requires you to prove "proper cause" to the police, and re-prove it every renewal. Basically, it's impossible.)
Exact same level of ownership you get with a rifle or shotgun, but those don't need a license at all (at least here).
The best part? Non-refundable filing fee, whether your application is approved or not, and even then, it's totally nullified in NYC. Legally, I'd have to file there too (separate app/charge/approval) if I wanted to transport through the city to shoot upstate (you can't carry at all in NYC, the gun and ammo must be locked up, separately, and you're not allowed to stop in city limits).
Moral of the story, the exchange could be worse.
