CMS can't regulate insurance. Only MA plans. And as long as an agent does not get plan specific nor make recommendations, he can discuss whatever he wants.
 
For T65

1. Pay as you go vs pay upfront.
2. Access to Mayo Clinic with supplement. Will not have that option with any Medicare Advantage.
3. No questions asked supplement when turning 65, later on need to be healthy to qualify.

That is toeing the line. You can do whatever you want as long as no one complains. If someone does complain, in this scenario it's gonna get real dicey.

Have you ever been on an appointment and the discussion turned to politics? Did you have to have a politicians licensed to join the discussion?

What about religion? Were you a licensed preacher?

Insurance is no different. General and generic discussions are not restricted.

Plus, we're talking about supplements. You can wear red, white and blue underwear and CMS can't say a damn thing.

I'm not showing up to some random T-65 and talking religion I'll tell you that. My intent would be to sell, anything that fits them.
