FE Insurance Company Without PHI

I only know of one FE insurance company that doesn't require Phone Health Interviews (PHI) and their rates are 20 to 30 % higher than all the other ones. Does anyone know of a company that doesn't require the PHI for their FE or Burial Insurance that is relatively priced and can be offered in California.

Actually I thought the $6.95 was for 1 unit of coverage and the units value is dependent on age at issue.
