I meet a lot of poor seniors. Many of them live in section 8 housing and are on food stamps and medicaid. They are looking for extremely low premiums due to their situation. Which carrier would be the best for this situation? Any advice is appreciated.

You are describing the whole FE market. Just about any FE company would do.

If they are already on medicaid you might want to use a company like Settlers life that will put the policy in a trust.

Or have someone else in the family be the owner. Just be sure that family member is not on medicaid too.
 
As JD said. Also the best carrier for their situation will depend on their health situation, gender, age and tobacco usage. One carrier may be cheapest for a very healthy individual but not one with diabetes. A carrier may have great rates for 50-60 non-tobacco females but be among the highest for 75 male tobacco.

There is not a best. Every situation will depend upon what is needed and the underwriting information: i.e. age, height, weight, medications, treatments, medical history, etc.
