Flood Insurance

I have flood insurance and recently had to file a claim. NFIP wants to pay mortgage company and I said I was never required to have flood insurance or was it part of the mortgage agreement (just wind and hazard). I also pay my flood insurance directly to NFIP. I know it's standard procedure for them to send if mortgage company requires insurance, but not if they do not.

So who is in the right here?
 
If there is a mortgagee listed on the policy they MUST send the check to the mortgagee to counter-sign the payment. This lets the mortgage company know that there has been damage sustained at the residence. It is the same on homeowners insurance, at least in Tennessee.

I would imagine NFIP is the same in Tn and in Fl since it's national.
