Free Steak Dinner to listen to Medicare Presentation

People keep telling me they were offered a free steak dinner to listen to a Medicare presentation. How do they do this if the limit is only $15/person? Where can you go and get a steak dinner for $15, with tax?????
 
The people putting on the presentation make a deal with a restaurant based on the number of reservations. They arrange for a small cheap cut of meat with small portions of the sides. All the meals are cooked at once so the labor involved is reduced. Once the meal is put on the table there's no further service until cleanup.

Unlimited?? Are you sure? AHIP & my FMO says it's a $15 limit even for educational events
Prior to 2018 meal prices were limited. since 2018 there is no limit as long as it is strictly an educational event. If you have a Sales event where you are talking plan specifics then you cannot provide meals.

@kak6407, ok, I stand corrected. However, my FMO still puts a $15 limit for the meals, maybe because AHIP rules state that you have to go with the $15 limit. The 2022 CMS rules also say meals are excluded as a nominal gift, so I don't know..I guess CMS rules override AHIP?

Educational Events, Permitted Activities
At educational events, marketing representatives may:
• answer beneficiary-initiated questions about Medicare health or drug plans.
• provide meals, refreshments, or snacks as long as they comply with the gift/promotional item requirements.

CMS makes the rules NOT AHIP. AHIP is wrong on this question.
 
What would the presentation be? It can only be like a medicare 101 right? You Can't discuss benefits , you can't set appointments, cant give out material can only give a business card, or am I wrong about the 2023 rules?
