Can garage liability and garagekeepers be bought for someone doing repairs part time out of a residential garage without becoming an issue with the homeowner policy ?

Highly doubt it, most personal lines policies will only cover small home office based businesses like Ebay sales and sometimes day care.

Heavy care ,custody and control exposures like auto repair belong on a commercial policy.

It could mean a nonrenewal. Depending on state law, a mid-term cancellation is possible.

In addition, if the HO policy is an ISO or comparable form, there is likely no coverage for damage to the private garage because it's used for business.

Some HO carriers may allow it if it is being done in a detached structure that they exclude from their policy & get a copy of the commercial policy showing they cover both liability & the structure

However, the bigger issue is that running a business such as this from a residence likely violates the local municipality zoning ordinances and he may not be in compliance with the state laws on licensing, etc of auto repair facilities.
