As discussed, if Obama did not nail a bill before August 1 then everything would unravel. The Senate/Congress that went home for recess would not be the same one that came back. Not only because of the brutal beating from their constituents but because the national debt would just begin to explode in peoples faces with the fear that we are "going California" on the national level.
