Do you have to be licensed in state to give out a quote? Resdient lic in Florida.. someone in California.. can I give them a quote even tho I don't have a non res lic in Cali?

Most non California agents just send the California leads to me. I believe that falls under rule 32.

I believe technically, yes. I'm sure it is routinely ignored.
