GLWB Riders on Fixed Annuities

Curious as to why these aren't offered on plain vanilla flexible premium fixed annuities. Does anyone know a concrete reason as to why they wouldn't be offered?

They are offered on some plain fixed annuities. Aviva, American Equity, Forethought, and Midland/North American, are some of the carriers with fixed products that have optional GLWB riders.
