the interesting thing will be to see how much +1's weigh in on the search algorithm. will this be a major or minor change?

I didn't read too much into that, but it's a clear attempt from Google playing catch-up game with Facebook and Twitter buttons. Google had a similar solution last year, with ↑ and ↓ buttons on search engine results, but were discontinued few months later.

I don't expect this to play a large role in search engine rankings, otherwise we could end up with a lot of mturk/fiverr jobs asking to +1 sites in order to gain serp advantage, in same way as there are for "liking" various FB pages/groups/causes etc...
