Health Insurer's Trying to Get Around the 80% Payout

In digging through this I found the following interesting quote:

Combining this requirement with the other provisions of the PPACA would greatly restrict flexibility related to the sale and purchase of health insurance. In CBO's view, this further expansion of the federal government's role in the health insurance market would make such insurance an essentially governmental program, so that all payments related to health insurance policies should be recorded as cash flows in the federal budget.

What amuses me is that to some degree the carriers are simply trying to find a way of presenting what they're currently doing as part of the loss ratio, like the nurse hotlines and the like. It's making it less attractive for plans to offer value added benefits to members if it doesn't count against the almighty loss ratio which is a shame.
 
I can gar damn T ya that this here issue taint going away.
