The first thing I would be working on is a sign. Make it large, legible, attractive, and uncluttered.

How would you feel if you went somewhere to sign up for insurance and it is a hole in the wall with no sign. The sign tells your customers that you are Farmers and are proud to be here.
 
A P&C agent tends to have clients come to their office. As such, you need a professional looking office. Part of that is a sign. So yes, a sign is important.

Put yourself in a clients shoes. Would you go to an environment where you had to go through a not so nice part of town, to a old building, walk upstairs and knock on a door before you even had the comfort of a sign to know you are in the right place to talk about securing your assets? Now, I assume you have a decent place, but let people know they are there.

A sign also shows you are going to be there tomorrow, next week, next month. Not always true, but, that is the general feeling.

Get a sign. Make sure it is compliant with any local ordinances. This can be very tough to do.

Don't bother with door flyers. I've had 0 luck with them for P&C.

Farmers has very specific requirements for signs their agents use in my area, so be sure to check with DM before you purchase a sign they won't let you hang. I'm actually a little surprised they have let her have an office open without a sign.
