Doesn't appear they include denials by Medicare.

Did you know Medicare denies up to 22 percent of medical services, depending on the specialty? If you're in dermatology (the lowest denial rate, at 5.5 percent) or pediatric medicine (a mere 6.22 percent), then you're one of the lucky ones. But if you're an anesthesiology practice (with a daunting 18.55 percent denial rate) or an obstetrics and gynecology practice (the highest, with a whopping 22.42 percent), then Medicare denials can easily become daily occurrences.

They should have said DEcline not Denial
 
In addition to giving you the base price for these insurance plans, we have new details like the percentage of people who are quoted a rate higher than the basic premium based on the individual's health status. And you can see what percentage of people were turned down when they tried to buy that plan. This will give you some sense of how different insurance companies change pricing and accept or deny coverage for individuals in less-than-perfect circumstances. Until today, that kind of information had never been available to consumers, and this new transparency is the result of regulations issued under the Affordable Care Act.

They do not change pricing...This pricing has been files with the States DOI and Approved...They seem to leave that out.

Like I said in the "healthcare.gov" forum thread last night, Sebelius is really throwing her muscle around. She's extracting information from these health carriers that most of us in the field could never get our hands on. We brokers can use it to our advantage. So far, everything Obama/Sebelius has done has increased our agency sales. That may change, but right now, the door is wide open for the go-getters!

All I know is that since the PPACA was signed into law, I have been way busier that before the PPACA was signed into law. Not sure what it means, but I'll take it for now.
 
Obummer and Shebullshits are flapping their gums but not many are listening.

Checking out my market not surprising...the local Blues decline about 10%.

What was surprising...HumanaOne declines about 40-45%!!!....UnitedHealthOne about 20% (perhaps because they rider?)
 
The numbers are mostly fictitious. HHS designed the worksheet the carriers were "asked" to complete. They requested number of applications vs number issued.

"Unfortunately, the website uses a fatally flawed definition of denials that presents an inaccurate and misleading picture to consumers," Robert Zirkelbach, a spokesman for America's Health Insurance Plans, wrote in an e-mail to Shots. The site includes denials due to mistakes such as folks applying for plans in the wrong state, he said. It also includes applicants who ended up getting "counter-offers" for other coverage — often at a different price.
