High Risk Health Pool??

I read a short article on Routers today that mentioned a high risk health pool that would be created as part of this bill, if passed. Of course it went on to say that the $5 billion over 5 years set aside for this pool would be bankrupt in only two years. But that was the only real mention of it.
Has anyone else heard about this or know more about who would be eligible, etc, etc?

I heard about it and looked for more information on C-Span. I think you have to wait for the bill to pass to what they voted on. It's the New Transparency.
