Hiring a New Personal Lines Producer

Im expanding and looking to hire a new producer for personal lines. Last year I hired someone as a producer, yet she really ended up being more of a CSR.

For a pure producer (this time for me), what would you recommend or what do you do in your agencies? Base salary at all or any interesting ideas?

P.S. 80% of my business is health insurance, about 2 years ago i expanded into personal lines. Its going well, yet want to put more capital in to expand it faster.
