Hitting a Pedestrian

I have a client who hit a pedestrian last year in Pennsylvania (no fault state) last year. The person was knocked down by the side view mirror but no serious injury. It looks like she finally lawyered up. I'm not sure yet for just medical bills or pain and suffering but I'm assuming the latter. Does the payout come from his liability limits or UIM/UM limits? I'm also assuming the liability limits I hate shock claims.
 
The driver's liability coverage would pay first & then the pedestrians UM/UIM would kick in if necessary. If the pedestrian is a PA resdient & has limited tort on their auto insurance they won't be able to recover damages for pain/suffering unless they suffered a serious or permanent injury (or if the driver was drunk, was an out of state driver etc.)
