Homeowner Damages Underground Cable W/ Tiller

Well this is a first & I'm pretty sure it's covered BUT...had a homeowner who was using a tiller on his lawn in preparation to lay new sod. Turns out his internet provider ran the cable literally 1" under the grass. His tiller ripped it up pretty good.

If he's responsible for that repair, would it fall under liability?

I had a homeowner damage an overhead power line while cutting down a tree & the subsequent damage WAS covered by his liability.
 
What would the peril for this be? I'm just curious, would it be human error? human accident?

I suppose if the peril is not an excluded peril, it will be covered under liability, since they are paying out for a damage he caused.

I think the cable company would come and fix it and maybe bill him for it.
