He doesn't really care if you READ his blog..He wants to you visit the blog and click links to provide him income.

I don't think that promoting a blog is much different than promoting any other website.

You need to do your keyword research and use those keywords appropriately.

Update your site often by adding new content.

Get backlinks for your site from quality sites that are semantically related to yours. There are a lot of ways to do this, commenting on other blogs is one of them.

The rules are the same, but some of it is much easier. A blog is easier to add new content to when compared to a website without a CMS. The architecture (internal linking structure) of a blog is done for you and usually done well.
