I just switched my health insurance and Oscar (prior) is telling me I owe for this month?

If you haven't paid Oscar yet for March, then don't, and the policy will lapse after 30 days. No, they cannot chase you for the money, nor will it hit your credit.

Who says they can't chase you? This isn't life insurance with uniform lapse rules. The individual carriers I use will most definitely chase you for the premium and send your bill to collections if you do not cancel proactively. A few offer retro term during the late month but one is notorious for not doing so. You do have more consumer protections if you buy on the exchange, but the OP mentioned direct purchase from the carrier.
 

Never heard of anyone getting sent to collections for not paying health premium in 20 yrs. And I have many clients that leverage the 30 day grace period.
