IBC Philadelphia 2017 Commission Rate?

I was told that all Silver HMO and PPO plans will be 2.55% renewal. Except Proactive Value(off exchange only)

No commission for new business except HMO Bronze and Proactive value.

Independence has been informed by CMS that, in their interpretation, our commission schedule for 2017 is non-compliant for our two off-exchange only products. They referred to the requirements in Federal Regulation 45 CFR 156.200 (f) which state: “ A QHP issuer must pay the same broker compensation for QHPs offered through a Federally-facilitated Exchange that the QHP issuer pays for similar health plans offered in the state outside the Federally-Facilitated Exchange.”

In order to ensure our compliance with all Federal and State regulations, we are required to make an adjustment to the commissions schedule for the 2017 plan year. Unfortunately, due to this adjustment we are no longer able to offer new business commissions for the two “off-exchange only” plans, HMO Silver Proactive Value and HMO Bronze, as previously reported.

This does not affect the commission schedule for existing business as defined in our original communication.

A communication will be sent out to the market via an Independence Edge article beginning Monday which will also include the updated 2017 Commission flyers.

As noted above, further information will be sent out to brokers directly from IBC next week outlining this change.
