If a prospect is New to Medicare (ex: 3-1-19), already made his IEP election for 3-1-19 for MA PLAN #1 Changes his mind and wants to enroll into MA PLAN #2. Does the last MA PLAN in replace the first selection (MA PLAN #1) without having to call into MA PLAN 1’s Member Services to cancel the first application made?

That is correct.
I can’t think of any situation that It isn’t true if the plan isn’t effective yet.
