One thing I haven't read specifically...your local chamber of commerce. Typically the representatives there either are the decision makers, or can introduce you to them.
I've managed through effort and $ to brand myself through the local chambers enough, to be the first person people think of when insurance comes up.
When you get involved with the chamber join boards, committees, or be an ambassador. Anything that puts your name out there and shows that you're giving back.
