Illinois is starting to realize that after 5 months of this unique 6 month open enrollment period, the state is coming in far short of it's goal.
Here's a good article from the Illinois "Watch Dog" organization. While reading it, keep in this key attrition statistic... Insure companies are reporting that 18% to 20% of those who "enroll" in private plans this year (i.e. place a plan in their shopping cart), never pay their first premium.
