Friends car was dammaged, they made claim to insurance company.
Got money but was not able to use the money to fix car. Someone then hit the car and it dammaged the same spot that they did not fix. The other drivers insurance paid to fix car. Can they contact the original insurance company to show proof that it was fixed or did they do something illegal?
 
My guess is that folks are going to need a lot more information on who, what, where, why, status of the first claim, how much, etc.

There are statements in your descriptions that need a LOT more explanation such as "Got money but was not able to use the money to fix car"????
 
Generally, intentionally providing false information to an insurance company for financial gain, such as claiming damages were repaired when they were not, can be considered insurance fraud, which is illegal. Your 'friend' should be transparent with the insurers. If the 'friend' claimed the car was undamaged prior to the second accident, and used that as a basis to get a full repair from the second insurance company, after already being indemnified by the first, it could be considered fraud

If YOU said there was no damage to the door before the second accident, then YOU lied and it was illegal.
