Is Marketplace an Option if Not Medicare Eligible?

Hi everyone -
I have a client who is 66. She never signed up for Medicare when she turned 65. She recently found out that she is not eligible for Medicare because she has never worked. Given this scenario, can she enroll in a Marketplace account and apply for a subsidy? If not, what are her options for healthcare?
 
well... according to a meeting I had back in sept then the girl wont be enrolling and I will stick to my guns that someone over 65 aint eligible for a subsidy.... I trust my reading and the meeting... however, others on here say you can so when someone shows me that you can I will stick to my answer... obamma could have changed his law
 
If she never worked, then wouldn't she have no income? If so, then wouldn't she be Medicaid qualified if she lives in an expansion state? Obamas dear Aunt Ziti would fit this scenario.
 
I did one and they did get the APTC.

Correction She will be 65 in July and the rep at the Marketplace said she could keep it and the subsidies past that point.

Is she eligible for Medicare through a spouse or ex-spouse? My mother-in-law never worked but collected SS and Medicare through her spouse.

No she has no eligibility at all. She met with the people at SS and they thoroughly researched her situation.
