Kemper HHC Alternative for Over the Phone Sales?

I have a woman who's interested in HHC, she can't qualify for STC or traditional LTC and Kemper won't allow non f2f sales.

some are insurable.
some aren't.

Does she need assistance with the catheter, or does she handle it all on her own? As I recall, there is a difference with some of the carriers in this case.
