Leaving Brochures in a Providers Office?

So whenever I go to my doctors office, right where you sign in, there is a rack of Brochures from MedicareCompareUSA. The brochures say they are in partnership with the Hospital/Clinic.

WHy aren't we all doing this? Is there someway around CMS regulations for them because they have the hospitals endorsement?

I believe i read somewhere that if they allow one company in, they have to allow all of them in.
