But thinking about it...in a broader sense WHY is it against state law to have some other person who isn't licensed ask stupid questions like "In the last. five years have you ever been convicted of a....and so on and so on..."

There is a big difference between asking "stupid questions" and transferring someone over to take the application after that person has given them their options, confirmed need etc.

That doesn't mean it doesn't happen. It just means they haven't been caught

Asking for basic information is fine. Quoting and asking for the commitment is soliciting and is illegal without a license.

If following the licensing law is inconvenient for you, ask your legislators to change the law.

So it does seem like ...the answer is then..they can go all the way up to quoting and committment ? They can collect answers for the other basic questions on the application like simply confirming someones name, DOB, etc?

Right, because calling someone an "old geezer" and ranting on about "my freedom of speech" and getting extremely confrontational, in response to someone simply answering the question you asked in a normal manner, is totally hallmark signs of someone with a positive mindset.
