I learned that I the agent need to be the marketer and not my staff. I keep the phone ringing and train them to sell

If that's the way you built your agency, there's no problem with that. I'm trying to create a healthy mix, been working on my SEM lately and seeing results...but I imagine the OP is hiring a producer to bring in the business themselves, not to be an order taker.
 
Excellent checklist.

I would add, to visit and hand out cards in marinas where boats are stored/parked and property management companies that handle commercial properties.

The one rockstar that I found over the last 8 years who wasn't an "order taker" started their own Agency. I've hired hundreds of people. The closest thing I look for is someone who can produce their own referrals. That is a must I look for now through someone who can network. When they aren't networking then they are working my leads. My business doubled after I did this. No one will work as hard as you do. Or they would become an agent.

As far as networking, that's kind of what I'm searching for right now. A CSR with connections. I've got the connections in the dealership world already. I would love to find a former realtor or something along those lines. I'll buy some leads for anyone who wants to produce, but would be ideal to find someone who has to put as little effort as I do into gettting new business.

Well there's another problem. A CSR should only service and not sell. You need to departmentalize your office. Trust me on this one. Sales people hate service and service people hate sales. Marketers are great to go into sales producer positions.

I agree with you 100%. I come from the real estate industry and we have no problems with finding leads, but we spent as much as 50% of our time on the back end of a deal servicing accounts and/or dealing with paperwork, unless we have an assistant. This is the most hated part because we know the time is better spent prospecting for leads and pay someone who actually enjoy that area, to take care of that.
