And that's the key, street vs. GA. Some carriers are paying a pretty high cut but it's supposed to be chopped down to street when it hits the writing agent. CMS does allow payments higher than even the $500 assuming that no more than $403/$202 is getting paid to the writing agent. Some believe that means that an indy agent who has office expenses can get paid higher than the street to offset admin expenses and in theory the street is the cut for the actual work. Until at least as late as march of this year some carriers were paying at least $700 to the FMO/GA level and remaining compliant. So whether Anthem is doing it or not, it's not only possible, but likely that carriers are paying that much or more.
