Medi-Cal asset limitations (California) URGENT

Hi, I am asking for a friend who is in a dire situation. She was previously on Medi-Cal, but was dropped because she had a little over $2,000 in the bank. She is unemployed. Her income is zero. She had a small amount of savings left which she is living on. How can she possibly be denied Medi-Cal when those are funds to live on? She is 62. She owns her house outright. She is currently having health issues with no insurance. Can she transfer he small amount of savings from her bank to debit cards, in order to pay bills (and thus her bank balance would be below the threshold)? I mean, someone who IS employed will have that amount of money going in and out of their accounts as they are paid, so I don't understand this AT ALL. In trying to work with Medi-Cal she got overwhelmed, and gave up (she also suffers from chronic depression). Can you provide any guidance that I can pass on to her with tips on how she can get her Medi-Cal reinstated as soon as possible? Thanks so much!
