Medicare with no start date?

Why would someone have a medicare number but no A or B start date.?She is 20 years old has no working quarters but on disability based on her mother 's SS.Is is it just a matter of enrolling in medicare part S and B ? She has no income so she will qualify for a MSB to pay her premiums.She has had the medicare number for over a year .Any thoughts?

You mean social security right because as far as i know medicare doesn't do any explaining as far as the enrollment into medicare.this girl is not reliable and will not sit on a 3 way call to SS for an hour or more and SS won't talk with her mother.

i appreciate your response i wasn't trying to be a dick just didn't know of medicare ever getting involved in medicare part a/b enrollment.
